Sept. 17 CPUC Voting Meeting Results: Banked RECs; Regional Markets; Tribal Land Transfers

At its September 17 voting meeting, the CPUC affirmed zero-dollar treatment of pre-2019 banked renewable energy credits in Power Charge Indifference Adjustment calculations. The Commission also opened a rulemaking on utility participation in independently governed regional electricity markets.

Additionally, the CPUC adopted distribution planning equity metrics, expanded tribal land transfer protections and approved changes affecting reliability procurement, PG&E’s gas research program and self-generation incentives.

The following items were held until October 8.

  • LARGE-LOAD INTERCONNECTION: Draft Resolution E-5455, approving PG&E’s agreement to energize a 250-MW Google data center in San Jose while requiring Google to provide an additional refundable capital advance of $600,000/MW.
  • WILDFIRE MITIGATION: A proposed decision approving SCE’s request to add 47 areas totaling about 208 square miles to the "High Fire-Threat District."
  • ELECTRICAL SAFETY: A proposed decision replacing the "Working Stress Design" methodology in General Order 95 with "Load and Resistance Factor Design" for overhead electric and communications facilities.
  • NATURAL GAS RESEARCH: Draft Resolution G-3622, approving in part the California Energy Commission’s plans for fiscal years 2024–2025 and 2025–2026.
