WEDNESDAY AGGREGATE: PG&E’s $306 Million ERRA Overcollection, Rule 21 Interconnection Reforms and Rate Design

Good morning. Today's CPUC roundup includes a projected $306 million PG&E procurement overcollection, proposed changes to distribution-level interconnection timelines and fees, and proposed decisions addressing electric rate design and distributed energy resources.

PG&E is asking the Commission to return its ERRA overcollection through 2027 rates rather than make an immediate adjustment. Meanwhile, a new Rule 21 proposal outlines processing timelines for smaller interconnection projects and presents an illustrative fee schedule that would have generated more revenue than the utilities' reported processing costs.

Other developments include proposed guiding principles for the Avoided Cost Calculator, a new framework linking distribution planning equity and reliability to utility rate cases, and new reporting requirements for PG&E's battery storage dispatch. SCE also faces questions over new authentication requirements that complicate customer data sharing with third-party demand response providers.
